CAR Prepares for the Polls as President Pursues a Third Mandate

This Sunday, the nation of CAR will undertake a crucial quadruple election, encompassing the presidential race, parliament, and municipal offices.

A Crowded Race for the Presidency

A field of seven contenders are vying for the presidency, including ex-premiers Anicet Georges Dologuélé and Henri-Marie Dondra. Both men were cleared to run by the constitutional court after being initially barred. Dologuélé was the runner-up in the last two elections, while Dondra had a short tenure under the current president.

Opposition Hopes and Public Discontent

The challengers hopes to tap into widespread discontent in a nation where violence remains a constant threat. More than half a million people are internally displaced, with a similar number living as refugees in bordering states.

"This is an opportunity to commend the significant progress of the nation," noted a UN regional official, adding that obstacles persist.

The Incumbent's Path

Despite the challenges, President Faustin-Archange Touadéra, a former mathematics professor, is largely predicted to extend his run. He transitioned into politics in 2008 when named prime minister, serving until a rebel coalition toppled the government in 2013, triggering a sectarian conflict.

After a chaotic transition period, his perceived neutrality from the warring factions powered his runoff win in 2016.

Security Concerns and Logistical Hurdles

Concerns persist that logistical problems and insecurity could mar the vote, especially in rural areas. The UN peacekeeping mission, Minusca, is offering security and organizational aid that the country's weak systems is unable to provide.

Further issues include the voter list being published only online, a significant barrier in a nation with scarce online access. These issues have prompted an electoral boycott and could, as noted by analysts, "disenfranchise large segments of the electorate."

Implications of Extended Rule

Many residents worry that another term for Touadéra—enabled by a 2023 constitutional referendum that scrapped term limits and lengthened mandates—would mean greater influence for foreign actors.

The president has relied on the Russian mercenary group Wagner for his protection, and even after its founder's death, has resisted calls to fold its fighters into a successor entity. Meanwhile, Rwanda has taken a separate strategy, focusing on commercial ventures within CAR.

Allegations of Asset Sales

Recent reports have claimed the administration evicted its own soldiers from a World Bank-funded facility to make way for a Rwandan livestock operation. A critical commentary charged the leadership of being "determined to dispose of the country bit by bit."

Amid a recent peace accord with rebel groups offering hope of stabilization, the vote proceeds under a cloud of uncertainty and external rivalry.
